It is simple a "holding" program that allows people to enlist up to a year before shipping to training. If you enlist and have even one day before you ship to training you will be in DEP. Basically DEP is just a way for a recruiter to keep tabs on you and provide you with some training and motivation to prepare for basic training/boot camp. You don't get paid and nothing is really "mandatory". Plus any time in DEP counts toward your IRR commitment. So if you did 6 months in DEP that would knock 6 months off of your IRR commitment at the end of your contract.
